Today, according to the current legislation, citizens participating in the military operation in Afghanistan are entitled to a fairly large number of various benefits as well as pension.

The most significant cash payments today include:

  • UDV - monthly cash payment, the amount of which is 2.2 thousand rubles;
  • a 50% discount on repairs, as well as the maintenance of a single dwelling;
  • 32% increase in pension.

The pension increase is issued in accordance with Federal Law No. 4468-1 dated February 12, 1993. The amount of the additional payment at the moment is only 1.1 thousand rubles.

At the same time, the retirement of war veterans is carried out upon reaching the length of service or a certain age. But, at the same time, the corresponding payments as a participant of the b/d. rely immediately after their completion.

Veterans b/d in Chechnya

According to the current legislation (Federal Law No. 5-FZ of January 12, 1995), participants in hostilities on the territory of the Chechen Republic are entitled to receive a pension. Its size in 1995 was 1.6 thousand rubles. For more than 20 years, indexation of this kind of payments has been carried out. The pension is more than 10 thousand rubles.

Moreover, at the moment the amount continues to be indexed annually. The amount of pensions for veterans of Chechnya is influenced by a large number of different factors. Including this is a regional coefficient - the place of residence of the veteran himself.

Are the parents of the deceased supposed to

According to the normative legal document already indicated above, the right to receive appropriate pension payments also arises for the parents and some other relatives of the deceased in the Republic of Chechnya.

Other relatives may be a spouse, as well as relatives, adopted children (until they reach working age).

If, due to participation in hostilities, a soldier was assigned a disability group, then he is entitled to a pension in an increased amount. It depends directly on the group of disability.

Also, the pension is subject to an additional payment in accordance with the amendment to the legislation introduced in 2019. The amount of such an additional payment is 2.4 thousand rubles. This moment is regulated by the law "On Veterans".

The pension of participants in hostilities (hereinafter referred to as participants in the n/d) has common features with the formation of pensions among veterans of the Great Patriotic War (WWII for short), but with its own individual characteristics, so our article is devoted to the peculiarities of calculating pension payments to veterans.

Features of the formation of a pension

Participants of the b/d are employees of the Ministry of Internal Affairs (MVD for short), who carry out direct assignments to resolve armed conflicts.

  • military - police officers; criminal structures that took part in the battles in foreign territories;
  • civilians sent to serve in Afghanistan from 1978-1989.

A complete list of persons participating in battles is enshrined in Article 3 of the Federal Law No. 5 "On Veterans" dated January 12, 1995 (hereinafter FZ-5). Veterans can be: citizens of the Russian Federation; foreigners who have been living in Russia for a long time; persons without civil rights.

Features of the appointment of pension payments

According to the law No. 4461-1 dated February 12, 1993, participants in the pension are entitled to receive two pensions: basic and "veteran". The basic pension depends on the length of service, length of service, position, rank, allowances. And the second - 2,600 rubles .

  1. reduction of tax deductions;
  2. pension supplements;
  3. provision of real estate;
  4. discounts on utility bills;
  5. receiving free assistance from medical institutions and so on.

The process of applying for a member's pension

  1. Registration is carried out at the military registration and enlistment office at the place of residence.
  2. Obtaining documents on participation in battles.
  3. Having a certificate. Persons with the status of a combat veteran are required to obtain a certificate. It includes the following data: title of the documentation; FULL NAME; Name government agency; passport data; photo; list of preferential conditions; date of issue; signature of the owner and official.

    The seal on the ID must be on the right and left inside the document!

    To issue a certificate, it is necessary to prepare: a military ID, a personal file, papers confirming the presence of injuries, an extract from an appointment order, awards, a flight book, an archival certificate to confirm participation in battles. The entire list must be submitted to the central commission, which, after a period of 30 days, issues (or refuses) a certificate. Each veteran is required to register the certificate after receiving it in the ledger;

  4. Setting up a bank account.
  5. Appeal to the Pension Fund (hereinafter referred to as the PFR). The main list of documentation includes: passport data; photo size 3×4; papers confirming the presence of awards; employment history; papers on participation in battles; veteran's certificate; papers by disability group (if assigned). The entire list is provided in several ways: personally, through the principal, the Internet, via the Russian Post.

The pension can be issued through the military commissariat, not the FIU!

Consideration of documentation by PFR employees within 10 days, as a result of which a decision is made on the applicant making corrections to the documentation or assigning pension payments to the veteran.

The approximate size of the pension is up to 30 thousand! It is formed on the basis of the annual indexing. In addition, the amount of pension contributions is influenced by: length of service; territory of military operations; wounds and injuries; disability group.

Pension supplements

The issue of regulation of surcharges is enshrined in the Federal Law-319 of 03.12.2007; article 45.46 FZ-319 dated 03.12.2007.

The basic supplement is 32% of the basic amount of the pension. To receive this payment, you need to prepare documentation for PFR employees, namely: a passport; application in the form of the PFR; employment history; military ID; papers confirming the fact of participation in battles.

Participants of hostilities in Chechnya

Persons who participated in the war with Chechnya in the late 1990s have a new status of war veteran. The specified status is set to:

  • soldiers, officers who served in Chechnya;
  • traveling employee;
  • employees who were purposefully sent to a hot spot;
  • persons directly involved in the war.

A veteran of Chechnya is required to have a certificate.

FZ-5 provides employees of Chechnya with benefits and increased pensions. So, if you have a certificate, a citizen has the right to an increased pension, as well as the right to a monetary reward (shortly EDV), which is not taxed.

The size of the pension of participants in / d in Chechnya

The pension of the military personnel of Chechnya consists of a basic part and additional payments from the state. The average level of social payments is 4,770 rubles, and the amount of additional payments is 10,000 rubles.

Citizens who were injured while performing official duties in Chechnya are entitled to a number of allowances, such as, for example: 1st group - 3137 rubles; 2nd - 2240 rubles; 3rd - 1793 p.

The amount of the pension depends on the period of service, the size of the salary, the period labor activity in Chechnya. However, payments must be at least the living wage in the country.

Participants of the b/d in Afghanistan


Persons who served in Afghanistan receive the status of war veterans (WWII). The main groups of veterans of the Afghan war include: military personnel sent by the country to participate in battles; employees of the automobile military unit; pilots; aircraft crew members; employees who were seconded to Afghanistan from 1979-1989.

When calculating pension payments, PFR employees form it on the basis of an algorithm of actions that is intended for pension contributions to WWII veterans. The main difference is the change in length of service - 1 year is equal to three years of service.

The indicators of pension payments depend on factors such as: length of service, length of service, the position held by the participant in the b / d in Afghanistan. The main condition is that the pension should not reach the subsistence level. In this case, the state provides a number of allowances and benefits. As a result, the average level of pension among the participants of the Afghan b/d is 8000-9000 rubles.

And from February 1, 2016, the pension was increased by 7% due to indexation. And beneficiaries who decided to refuse social assistance received an increase in the amount of 3,696.4 rubles.

A special kind of veterans are the disabled who were injured during the battle in Afghanistan. Disabled people have been assigned such pension supplements as: the first group receives a service pension increased three times; the second group can receive a double pension; the third is a 1.5-fold increase in pension payments.

No participants in Ukraine

The main groups of participants in the Ukrainian b/d are recorded in Article 5 of the Law of Ukraine “On the Status of War Veterans and Guarantees of Their Social Protection” (in short, GL), which include the following categories of persons:

  • military personnel who performed official assignments in foreign territory;
  • military sent to Afghanistan;
  • persons managing the automobile battalion;
  • flight crew.

Pension contributions are formed on the basis of the Law of Ukraine "On Compulsory State Pension Insurance", which directly depend on the total period of employment in hot spots, the employee's salary.

From the beginning of 2012, disabled and veterans will be paid additional increases if the amount of the pension does not reach the national minimum.

According to the Law of Ukraine “On improving the financial situation of participants in hostilities and war invalids”, veterans are entitled to a monetary allowance in the following amounts: 1st group - 70 UAH; 2.3 groups - 50 UAH; veterans b/d - 40 UAH.

Pension for participants of the b/d in 2017

According to the latest data, in 2017 it is planned to index pension payments by 5.5%. Such a small percentage of the increase in pension payments to a combatant is due to the country's economic difficulties. Consequently, the actual size of the pension increase directly depends on the general situation in the country.

In addition, local authorities are involved in the formation of additional benefits, which have the right to introduce preferential rates for all pensioners, including veterans of the unemployed. Therefore, the pensioner must clarify the appointment of benefits in each individual region of the country.

Since there was no second pension indexation in 2016, the state decided to introduce a lump sum payments in the amount of 5 thousand rubles at the beginning of the new 2017. The "bonus" period for pensioners is January 2017. According to preliminary estimates, the state will spend 220 billion funds from the budget to implement this task. But since the payment is a one-time payment, it will not harm the state budget, unlike a full-fledged indexing procedure.

Participants in hostilities are equated with the status of veterans of the Second World War. Consequently, the procedure for calculating pensions is similar to the formation of pension payments among war veterans. However, a participant in the pension has different indicators of seniority, length of service, salary, so the final level of pension is extremely individual and has a number of features, which we described in our article.
