The death of children in Karelia. What is known so far

The tragedy in the Karelian camp forced the authorities to pay attention to the organization of children's recreation. Inspections of summer recreational institutions across the country have begun. What caused the mass death of teenagers at Syamozero, the investigators have to find out. There are already the first suspects. Incidents like the current one in Russia, fortunately, happen infrequently. Dni.Ru remembered the most resonant state of emergency in children's camps.

Happened on Saturday, June 18th. As it turned out, a tour group of 49 people, among whom were mostly children aged 11-15, went to the lake on those boats. At the same time, the camp management knew about the storm warning. As a result of gusts of wind, one of the boats capsized. The incident happened near the islands scattered across the lake. It was up to them that the children who were in the icy water tried to get. As a result, 11 teenagers were able to swim to the islands. According to the latest data, 13 children became victims of the tragedy, one child went missing.

ON THIS TOPIC

This incident in the health camp, unfortunately, is not an isolated case. It immediately comes to mind in the Krasnodar Territory. There, in 2010, five children and the teacher of the Azov camp drowned. The children were students of the Moscow school No. 1065. The group, which included about 100 children aged between eight and 15 and seven caregivers, went on an excursion to the island. According to the investigation, schoolchildren were allowed to swim without being convinced that it was safe. According to some reports, the teachers organized a picnic: empty beer cans were found there, and alcohol was found in the blood of three mentors.

In June 2015, a 12-year-old schoolboy drowned in the indoor swimming pool "Dolphin", who was in the children's camp of the medical and recreational complex "Armkhi" in Ingushetia. In July of the same year, a 12-year-old pupil of a boarding school, who was resting in the Solnechny children's camp in the Krasnoyarsk Territory, drowned. A similar incident occurred in the Voronezh region, where a 13-year-old teenager drowned in a river due to the unskilled actions of a teacher. And in the camp "Clean Keys" in the Saratov region, the teachers did not notice how a 12-year-old boy drowned. He was swimming with the rest of the guys, but the water was so muddy that no one just saw him go under the water.

The negligence of the staff led to a tragedy in the Parus camp near Chita: a ten-year-old girl died there as a result of an accident in 2010. The accident happened after riding lessons. Children without an instructor ran up to the horse on which the young rider was sitting. The animal was frightened by the screams and reared up. The child in the saddle fell on its side, entangled in the stirrup. Then the horse hit the hanging girl with a hoof in the head.

Regularly, like reports from the fronts, come during the holidays. There are up to several dozen such incidents per year. So, in 2015, in the Sputnik children's camp in the Rostov region, about 200 people were hospitalized. The main cause of malaise is called low-quality products, as well as a violation of the rules for storing and preparing food. In the same Rostov region, salmonellosis poisoned 50 people, including 43 children in a kindergarten.

Periodically, other incidents occur in the camps, which, although they do not have fatal outcomes, cause justified indignation of the public. In 2010, two 15-year-old students of the New Generation labor camp, who were stealing strawberries from the field at night, were beaten by guards and ended up in the hospital with head injuries. There were a few other guys with them, but they managed to escape, and the girls fell into the hands of the guards. Already during the check on the fact of the incident, it turned out that the camp was designed for 135 children, and 200 lived there, control over them was poor, so night outs for strawberries were in the order of things.

In Karelia, children died that night at Syamozero. The boats on which they went from the camp on an excursion overturned. It is now reported that rescuers have lifted the bodies of 14 people. 36 were saved. Who made the decision to go rafting and why no one was warned about it - the prosecutor's office is now investigating. The director of the camp, his deputy and two instructors were detained.

Why the children were on the water at night, in bad weather, did they have life jackets - there are no answers to all these questions yet. There is only a tragic outcome.

“There were 47 children and four adult instructors on the boats. During the trip to the lake, the boats capsized and sank. As part of the investigation of the criminal case, a legal assessment will be given to the actions of the employees of the children's camp, and other responsible persons for organizing boating for children in bad weather, ”the Investigative Committee reports.

The weather on the Karelian lakes can change in a matter of minutes - weather forecasters say it may have been the case this time as well. The wind is capable of raising a high wave, and small boats, of course, cannot cope with it. And in icy water there is little chance of salvation. By evening, the last survivor was found.

At a conference call at the Ministry of Emergency Situations, they announced the completion of the rescue operation.

"Meals are organized, there are replacement clothes. We are ready to meet parents. Places for parents are also available. All health camps in the Republic of Karelia are also being checked together with the prosecutor's office," said Igor Panin, head of the North-West Regional Center of the Russian Emergencies Ministry.

According to news agencies, a twelve-year-old girl told about the tragedy, she was in one of the boats. With difficulty reaching the shore, she lost consciousness. Waking up in the morning, I reached the nearest village - locals rescuers and paramedics were called. The children were also searched for by the employees of the neighboring camp site - their boat turned out to be large enough to go out into the storm.

“They went in search, and in half an hour, they probably find them on the island, it’s five kilometers away from us, they find children, there, three or four. In general, children, they were hiding from the wind, it was not so easy to find them. They were lying there under cellophane, they were even in such a hibernation, because they had to be woken up, they were freezing, you see. And on the same island they found another child, already lifeless. We went further, and further we began to drive along the coast, still look at other islands, and we also found several children who spent the night alone, in this element, in this crazy wind, in this coldness. As a result, 11 children were found. There are 11 children and one instructor,” said Natalya Stolyarova, head of the tourist base.

The rescued children were taken to the bathhouse and fed - they spent the whole night in the icy wind.

Currently, five children injured in the storm at Syamozero have been hospitalized in hospitals in the Republic of Karelia. Everyone is in need health care. The reasons for hospitalization are hypothermia, minor injuries, stress.

The Ministry of Emergency Situations opened a hotline. By calling 8-800-775-17-17 you can get information about the dead and injured, as well as advice from psychologists. Most of the participants in the campaign are Moscow schoolchildren. The city authorities have already expressed condolences to the families of the victims and promised to provide any assistance.

“These are children from orphanages, and from low-income families and from large families, that is, children from different categories of families were represented. The city will take all measures to support families,” said Vladimir Petrosyan, head of the Moscow Department of Labor and Social Protection.

In addition, all the camps where children from Moscow rest are now awaiting verification. “An instruction has been given to additionally check the safety of the resting place for Moscow children,” the mayor of the capital, Sergei Sobyanin, said on his Twitter.

The Karelian camp under the loud name "Syamozero Park Hotel", as it turns out now, had, to put it mildly, not the best reputation. A year ago, the local newspaper Nasha Zhizn wrote about the conditions in it - the journalists cited the story of one of the parents:

“Immediately after the arrival, the unprepared children were sent on a two-day hike, which included rafting and spending the night in the forest. The guys slept in wet tents, on wet sleeping bags. Girls 12-13 years old were forced to cook food on a fire and wash the boilers, the leaders at that time slept in tents. During the rafting, the leader shouted at the children “row, bitches” and smoked right in the raft, and at a halt he forced the girls to open cans with a stone.

MOSCOW, June 20 - RIA Novosti. In Karelia, the investigation of the state of emergency in the camp on Syamozero continues. Five adults were detained, all of them face up to ten years in prison.

The tragedy occurred on June 18: two boats with children capsized due to a severe storm on the lake. As a result, 14 people died. Head of Karelia Alexander Khudilainen said that the bodies of 13 teenagers have already been found, the search for another one continues.

What happened at the lake?

Tragedy on a lake in Karelia: five adults are suspected of killing childrenMonday has been declared a day of mourning in Karelia and Moscow, where a group of children came from who had a rest in the camp on Syamozero. The identification of the bodies of the dead teenagers will take place on June 20 in the capital.

Investigators have already reconstructed a rough picture of what happened: the children who were resting in the camp went on a hike in a raft and two canoes. The teenagers were accompanied by four adults: deputy director of the camp Vadim Vinogradov and instructors Regina Ivanova, Lyudmila Vasilyeva and Valery Krupoderschikov.

According to investigators, a storm began on the lake and high waves rose, which nailed the raft to one of the islands, and both canoes ended up in open water. There the guys failed to cope with the control, as a result the boats turned over.

The victims tried to swim to the shore, but because of the waves and cold water not everyone could do it.

"Now the investigation also has information that when the group was going on a hike, the children suggested that the instructors not go sailing, as there were rumors about a storm warning around the camp, but the instructors, despite this, insisted on leaving," the representative of the Investigative Committee said. Committee of Russia Vladimir Markin.

Who are the suspects?

The head of Karelia noted the work of the Ministry of Emergency Situations at Syamozero: there could have been more deadMore than 350 employees of the Ministry of Emergency Situations of Russia are taking part in the rescue operation to search for children in Karelia. Participants of the children's recreation camp "Park-Hotel Syamozero" on boats got into a storm on a pond.

In addition to four adults who accompanied a group of children, Elena Reshetova, director of Syamozero Park Hotel LLC, was detained. the guilt of the camp staff will be proven, they face up to ten years in prison.

Vladimir Markin noted that so far only Lyudmila Vasilyeva, who is in the hospital, has not given evidence, and doctors are not yet allowing investigators to see her.

The director of the health camp, in turn, said that she did not know about the group's departure to the route after the storm warning. The campaign, according to her, was the initiative of Vadim Vinogradov.

Pavel Astakhov, Commissioner for Children's Rights in Russia, told RIA Novosti that all the instructors who accompanied the children were students of the Petrozavodsk Pedagogical College.

"For 47 children, there are four instructors in total, who are themselves from 17 to 19 years old. Well, what kind of instructor is this? How can they save others?" he added.

The Ministry of Emergency Situations said that the tour group did not register its route with the rescuers. The department is confident that if this had been done, then the victims could have been avoided - in such cases, employees of the Ministry of Emergency Situations accompany the vacationers.

Medvedev: the tragedy in Karelia showed that no conclusions were drawnAfter the tragedy in Karelia, Dmitry Medvedev instructed Deputy Prime Minister Olga Golodets to take control of the situation with children's recreation and, if necessary, conduct additional checks.

Vice-President of the Russian Union of Travel Industry (PCT) Yuri Barzykin said that the tragedy in Karelia should speed up the adoption of a bill on mandatory certification of guides, now the document is in the State Duma.

Deputy Prime Minister Olga Golodets, in turn, called the actions of the camp staff criminal. She stated that all children's camps in the country will soon be tested for the availability of qualified personnel. Prime Minister Dmitry Medvedev asked her to take the situation with children's recreation under her control. The Prime Minister noted that everyone who works with children should understand their responsibility.

Senators also intend to propose their proposals for ensuring the safety of children's recreation in the country, said Valentina Matviyenko, speaker of the Federation Council.

What is the camp?

"Hell" and "concentration camp": parents' reviews of the camp in Karelia, where children diedThe tragedy in the children's health camp "Park-Hotel Syamozero" occurred on June 19 - boats with children capsized during a storm. Parents' complaints about the organization of children's recreation in the camp have been received since last year.

There is a bad reputation about the Syamozero Park-Hotel camp itself. The website otzovik.com says that last year parents took their children from there ahead of time and expressed their indignation at the camp order.

Many users note that the food in the camp was poorly organized. The user "ss11" wrote in August that the child himself asked to be taken home with the words: "Take me out of this hell."

At the same time, the parents of the children who had a rest in Karelia note that the situation deteriorated sharply last year, before that there were no complaints.

“My child also visited the second shift, took the child ahead of schedule, as it was just a nightmare, the child is still in shock from the camp ... I wrote a statement to the prosecutor’s office and Rospotrebnadzor,” a user under the nickname “LenaLevina” wrote in July 2015.

"Third shift. Concentration camp! ... We are submitting an application to the prosecutor's office for the curator of the camp (Vinogradov V.A.), for a business woman and the owner of the park hotel Syamozero Reshetova E.V. Parents, if you do not want to injure your children, neither in any case, do not send them to the park-hotel Syamozero," a user under the nickname "vnimanie" wrote on the website.

What's next?

The camp is currently closed. According to the Russian Ministry of Emergency Situations, the children who stayed here have already been sent to the capital. Among them are 12 people who were injured during the rafting.

One of the victims is transported on a stretcher due to a back injury. The teenager is accompanied by doctors of the Centrospas detachment of the Russian Emergencies Ministry.

The special board with the bodies of the dead children arrived in Moscow early Monday morning. The funeral will go on in the capital until Thursday.

“Maxim, 13 years old and Alevtina, 5 years old” - Muscovite Svetlana Khodosevich still has her son’s name on her social network page in the line “Information about children”. The heartbroken mother still cannot believe that her boy is no longer alive.

This tragedy shocked the whole country: on June 18 last year, four counselors and 47 of their pupils went on a hike in a raft and two canoes. They planned to swim only about ten kilometers. But a storm began, the boats capsized. Someone managed to swim to the islands and wait for rescuers in the cold in wet clothes ... One girl, once on land, reached the nearest village barefoot and called for help. By that time, many teenagers were very cold and were unconscious. 14 children died.

All relatives are shocked by the results of the investigation. Of the six defendants in the case - Anatoly Kovalenko, former head of the Rospotrebnadzor of Karelia, his deputy Lyudmila Kotovich, Elena Reshetova, director of Syamozero Park Hotel LLC, Vadim Vinogradov, camp coordinator, instructors Valery Krupoderschikov and Pavel Ilyin, no one was behind bars. Although all adults knew that children should not be allowed near the water, because a storm warning was announced that day in the republic.

The paramedic of the local ambulance department, Irina Shcherbakova, was accused of negligence: on the day of the tragedy, she received a call from Syamozero - children's voice asked for help, but the woman rudely interrupted him, accusing him of pampering, and hung up. The health worker was sentenced to two years of hard labor. True, the court decision will come into force in a few years, when the children of Irina Shcherbakova turn 14.

“Why does she calmly walk the earth when none of our little bloods lived to be 14?” parents ask with tears in their eyes. They appealed the verdict to the paramedic, the next trial will take place in the next two weeks.

FAMILY BUSINESS

The common grief rallied people: this year, on June 18, moms and dads will get together to launch wreaths in memory of the children at Syamozero. Psychologists still work with almost everyone, trying to help them get used to the pain. Zhenya Romanov, who died, was raised by his uncle and aunt, the boy lost his parents. After the death of their nephew, Valentina and Dmitry do not stop doing good deeds: they arrange home gatherings, at which relatives share advice on how to survive grief. And recently, one of the mothers was taken to the cemetery: she broke her leg and could not get on her own to visit her son.

There are parents for whom the tragedy has caused scandals. Olga, the mother of 12-year-old Seva, did not have time to move away from the loss of a child, when another test fell on her: her ex-husband Igor applied for his son's inheritance - a share in the apartment.

“Olya is a simple manager of a confectionery factory. And with what money should she pay him this amount? - says Natalya Stepanova, a lawyer. - She acquired the living space on a social mortgage with her own money a few years after her divorce from her husband. Under the terms of the loan, she was obliged to give ownership rights to children - Seva and the younger Kostya. Igor did not invest a dime. Moreover, last spring Olga collected documents to deprive him of parental rights.

Igor has long new family. There was a time when he took his sons once a month for the weekend, but for the last year and a half before Seva's death, he completely stopped communicating with his father. He told me that if he did at least a little fault - not making the bed in time or refusing to eat soup, then his dad gave him a public flogging in front of the children from his new wife. Zaslonov dismissed all claims: they say, these are such methods of education. After the son refused to meet with him, Igor did not insist on resuming communication. And Olga decided through the court to deprive him of the opportunity to humiliate Seva. But I didn't…”

After the tragedy, Igor Zaslonov made statements in the press that the paramedic should not be punished. “When other parents heard this, they couldn’t believe their ears,” Natalya continues. - But, having received a portion of fame, Igor disappeared and for six months was not interested in the life of his second son - Kostya. Appeared only when the rights of inheritance came into force. Olga tried to appeal to his conscience: they say, you didn’t transfer an extra penny in recent years, you only paid alimony in the amount of five thousand six hundred rubles for two children ... Seva even had to be sent to the camp on a social ticket, because Igor refused to add to summer rest! Moreover, he had already received five hundred thousand rubles for the death of his son - this is compensation from the state ... To all this, Zaslonov replied that he had a new family - he needed money. We will meet him in court soon."

MY ANGEL

Doesn't expect help from ex-husband and Victoria Balakireva, mother of the drowned Senya. Alexander left his family when the youngest, Angelina, was born, and the doctors diagnosed the baby with a terrible diagnosis - cerebral palsy.

“Now the girl is eight years old,” says Natalya Stepanova. - After the death of her son, Vika devoted herself completely to raising Angelina. She is an official, with the authorities it was possible to agree on a 4-hour working day. Vika spent a million rubles paid by the state for Senya's death on her daughter's health - for classes in the pool, hippotherapy, speech therapy consultations, she also invites a massage therapist home, takes her daughter to medical boarding houses, to the sea ...

During this year, Angelina has become much better: doctors say that the girl has come much closer in development to healthy children. Despite her illness, she remembers her brother, who helps her even from heaven.
